Research on Policies to Strengthen Regional Research-Oriented Universities & Policy Programs

Research Objectives

• Propose an innovation and new-industry startup strategy driven by research-intensive universities, rather than a generic regional-balanced development strategy.

• Present policies that prioritize the Bu-Ul-Chang-Gyeong region (Busan, Ulsan, Changwon, and Gyeongsangnam-do).

Tasks

1. Provide a concrete analysis and recommendations on whether it is realistic for the ten universities commonly referred to as Korea’s regional flagship national universities—Seoul National University, Kangwon National University, Chungbuk National University, Chungnam National University, Chonnam National University, Jeonbuk National University, Kyungpook National University, Gyeongsang National University, Pusan National University, and Jeju National University—to transition into research-intensive universities.

2. Conduct a comparative review of two approaches: reforming existing national universities versus establishing new regional flagship research-intensive universities.

3. For the selected regional flagship research-intensive universities, propose具体 strategies on which departments to cultivate as “ultra-large strategic departments”, with a focus on the Bu-Ul-Chang-Gyeong region and linkages to new-industry startups.

4. Present the scale of funding required for the transition to research-intensive universities and plans for financing.
