“The Future of Care Services under Changing Population and Household Structures: Outlook and Policy Recommendations”

The rapid demographic changes occurring in South Korea are raising concerns that they will cause supply–demand imbalances across various systems and policies, leading to substantial socioeconomic costs. In particular, addressing the imbalance in the supply and demand of care service personnel—arising from population ageing, the rise of single-person households, and the increasing share of dual-income households—is considered a top-priority task in responding to demographic change.

Accordingly, this issue brief takes a comprehensive view not only of changes in population size and structure but also of shifts in household composition to project future demand for childcare and elderly care services, and presents a policy blueprint to alleviate workforce imbalances in the care service sector.
