Institute for Future Strategy Issue Brief, November 2024, Vol. 11
“Insights into Global Technology Cooperation: A Strategic Approach to Partner Selection”
This issue brief presents in-depth expertise and insights on the crisis of technology sovereignty and strategic approaches to international technology cooperation. As hegemonic competition among global powers intensifies, securing technology sovereignty and the stability of global value chains has emerged as a critical issue. However, under time and financial constraints, it is practically impossible for a single country to independently possess or develop all technologies. Therefore, it is essential not only to strengthen domestic technological and production capabilities but also to secure ideal cooperation partners who can provide complementary capacities that the country lacks.
Against this backdrop, this issue brief evaluates the potential for technology cooperation with major global economies based on patent and trade data and proposes an efficient and objective approach to partner selection.
