“Attracting and Settling International Professionals to Enhance National Competitiveness”

This issue brief presents in-depth expertise and insights on addressing demographic change and strengthening national competitiveness through the attraction of international professionals. With declining birth rates and an aging population causing a continuous decrease in the working-age population, the need to secure international professionals has become increasingly urgent for maintaining national competitiveness.

In response, the Ministry of Education and the Ministry of Justice have each announced new immigration and residency policies aimed at expanding the inflow of skilled international professionals. Nevertheless, international professionals in Korea still account for less than 5% of total international workers, a strikingly low figure compared to major countries such as China, Taiwan, and Japan, which have actively implemented international professional recruitment policies since the early 2000s.

Accordingly, this issue brief proposes comprehensive and concrete measures to link the inflow, settlement, growth, and contribution of international professionals. These include reforms to the visa system and the establishment of an information-service infrastructure to better support their integration.
