“Policy Reforms for Thermal Energy toward Carbon Neutrality”
This issue brief compares and analyses domestic and international thermal energy policies, while presenting new policy directions from the perspective of heat consumption. Thermal energy, which accounts for more than half of Korea’s final energy consumption, remains heavily dependent on fossil fuel supply, making it a critical factor in achieving the nation’s carbon neutrality goals.
However, Korea’s current thermal energy policies remain limited to a supply-centered approach, and there is an urgent need to establish demand-centered decarbonization strategies. To address this, the issue brief examines thermal energy policies not only in Korea but also in advanced economies such as the EU and the United States. Based on this comparison, it proposes specific reforms—including demand-oriented carbon neutrality plans and roadmaps, statistical infrastructure, support mechanisms, and legal frameworks.
