“Korea’s Survival Strategy Amid Upheaval in the Global Uranium Enrichment Market”

This issue brief provides an in-depth analysis of the rapidly changing global uranium enrichment market following the Russia–Ukraine war and explores Korea’s strategic response options. The global uranium enrichment market is undergoing significant shifts, shaped by Russia’s dominant influence and the countermeasures pursued by Western countries.

As nuclear power accounts for roughly 30% of Korea’s total electricity generation, securing a stable supply of enriched uranium has emerged as a core challenge for national energy security. Against this backdrop, the brief explores the possibility of Korea positioning itself as a uranium enrichment hub and proposes concrete measures such as strengthening global partnerships, hosting domestic low-enriched uranium facilities, and formulating diplomatic negotiation strategies.
