Institute for Future Strategy Issue Brief, February 2025 Vol. 23
“Reforming the Nuclear Power Industry System to Lead the Global Market”
This issue brief provides an in-depth analysis of reform measures to strengthen the competitiveness of Korea’s nuclear power industry, which is increasingly recognised as a carbon-free and stable energy source in the era of carbon neutrality and artificial intelligence. With the acceleration of carbon neutrality and the Fourth Industrial Revolution driving global electricity demand, international interest in nuclear energy has been rising once again.
However, Korea’s current nuclear power industry system faces persistent calls for reform due to issues such as mismatches between governance and business structures, inefficiencies in export systems, and weak adaptability to changing environments.
In response, the brief examines the nuclear industry systems of key competitors—including the United States, France, Russia, China, and Japan—and proposes reform measures such as:
-
Strengthening the control tower function of the nuclear industry,
-
Establishing robust public–private cooperation systems, and
-
Expanding medium- to long-term private sector participation.
