“Industrial Policies Driving the Green and Digital Transitions and the Potential of New Science and Technology R&D”

This issue brief analyses the challenges and strategies Korea must address amid intensifying global competition over carbon-neutral technology development. The transition to carbon neutrality, driven by the climate crisis, is not merely an environmental issue but requires large-scale socio-economic restructuring. In particular, the shift to low-carbon and carbon-free technologies in the industrial sector has emerged as an essential task.

The brief diagnoses the current state and limitations of Korea’s carbon-neutral policies and emphasises the need for technology realisation, scale-up strategies, stronger public–private cooperation, and enhanced international collaboration. It also presents policy directions to position carbon neutrality as an opportunity for nurturing new growth industries and strengthening national competitiveness.
