“The Path to a Successful Presidency: Policy Recommendations for the New Administration”

This report presents a comprehensive set of key policy challenges facing the new administration across diverse fields—including politics, foreign affairs, trade and security, economy, society, science and technology, industry, and higher education—and offers strategic recommendations for effective presidential leadership.

In the political domain, the report underscores the importance of inclusive leadership for national unity, restraint in the exercise of power, and the necessity of institutional constitutional reform. In foreign affairs, trade, and security, it discusses strategies for strengthening the Korea–U.S. alliance, expanding cooperation with Japan, managing relations with China in a stable manner, and contributing proactively to the stability of the Indo-Pacific order amid intensifying U.S.–China strategic rivalry and the uncertainty surrounding a potential second Trump administration.

In the economic sector, the report proposes an inclusive and sustainable growth strategy to address Korea’s sharp population decline, low fertility, and ageing society. This includes expanding employment for women and middle-aged workers, strengthening lifelong education, reforming the labour market to ensure generational balance, and enhancing support for childbirth and childcare.

In science, technology, and industry, it calls for a transition from a follower model to a pioneering national strategy, highlighting the need to expand investment in basic science and technology, strengthen funding for national missions, scale up infrastructure investment, and reform innovation-related regulations.

In the social sphere, the report emphasises that Korea must move beyond mere economic growth to build a “society of dignity” through restoring social trust, reinforcing fairness, and achieving social integration based on sustainable welfare and solidarity.

Finally, in higher education, it discusses ways to enhance national competitiveness by strengthening university autonomy and educational innovation, underpinned by the goal of establishing “Ten Seoul National Universities” and promoting balanced regional development.
