“Global Insights on the Technology Sovereignty Index: Current Status and Future Challenges”
As the United States-China technology rivalry intensifies and global supply chain disruptions worsen, technology sovereignty—the capacity of a nation to possess or secure the technologies needed to produce essential goods without structural dependence on other countries—has emerged as a major policy concern. However, there is currently no consensus on the concept of technology sovereignty, nor a measurement framework to support strategic and policy development in this area.
This issue brief proposes an analytical framework for assessing technology sovereignty, examines the current level of technology sovereignty across countries based on this framework, and outlines future challenges for strengthening technology sovereignty.
