“The Financial Crisis Triggered by University Tuition Freezes: Recommendations for Strengthening University Competitiveness”

To ease the financial burden of tuition on students and expand access to higher education, the South Korea government has imposed limits on tuition increases and provided Type II National Scholarship funding only to universities that froze or lowered tuition, thereby encouraging tuition freezes. However, more than a decade of frozen tuition has driven universities into financial crisis, resulting in issues such as faculty job insecurity, shrinking educational activities, deteriorating educational conditions, and constraints on developing independent institutional growth plans—all of which have contributed to a decline in the quality of higher education.

Accordingly, this issue brief examines the impact of tuition freeze policies using various statistical indicators and offers policy recommendations to enhance the competitiveness of universities.
